10月28日下午，由中国国家文物局和北京市人民政府共同主办的亚洲文化遗产保护对话会闭幕。

中国国家文物局局长李群代表27国与会者发布《关于共同开展亚洲文化遗产保护行动的倡议》。

倡议阐明当前亚洲文化遗产保护面临的局势与挑战，提出亚洲各国是推动“亚洲文化遗产保护行动”的关键力量，呼吁国际组织的支持和参与。确认将在“亚洲文化遗产保护行动”的框架下定期举办对话论坛。

倡议提出，亚洲各国合作开展亚洲文化遗产保护行动，守护亚洲文明成果、推进亚洲文明交流互鉴、凝聚亚洲发展共识、激发亚洲创新活力，以文化遗产共塑亚洲未来、携手应对风险挑战，构建亚洲命运共同体。

共同搭建合作平台：支持成立“亚洲文化遗产保护联盟”，支持亚洲国家在“亚洲文化遗产保护行动”框架下开展务实合作，围绕亚洲文化遗产保护现实需求分享彼此工作成果，共商未来合作交流的路线图。

共同守护文明成果：共同梳理亚洲文明起源和发展的历史脉络，支持亚洲各国开展联合考古、联合历史文化研究、合作实施古迹遗址保护与修复。共同应对亚洲文化遗产保护面临的挑战，协同参与文化遗产国际治理，共同打击文化财产非法贩运，支持非法流失文化财产的保护与返还。

共同提升保护水平：推动亚洲国家间世界文化遗产联合申报，鼓励世界文化遗产申报、保护、管理、监测等方面的经验分享与技术合作。鼓励亚洲各国博物馆合作开展可移动文物保护及文物展览，分享文化遗产数字化保护、展示、利用经验，共同制定技术标准，合力提升亚洲文化遗产保护成果国际传播。

共同促进可持续发展：支持设立“亚洲文化遗产保护基金”，持续为亚洲文化遗产保护行动提供支持与激励。发挥文化遗产韧性，提升文化遗产保护在亚洲各国经济、环境及社会可持续发展中的作用。

共同凝聚青年力量：支持开展“亚洲文化遗产保护青年大使”计划，推动各国青年互学互鉴，形成具有国际视野的亚洲文化遗产保护专业队伍。加强青年学者能力建设，使其成为促进亚洲文化遗产保护与世界和平发展的中坚力量。打造青少年交流合作、展示传播网络，加强亚洲各国青少年对亚洲文化遗产的了解、关注。

闭幕会上，“亚洲文化遗产数字展”“北京中轴线数字展”“北京海淀三山五园数字展”启动上线。

据了解，对话会期间，亚洲18个国家的专家学者围绕“文化遗产促进亚洲可持续性发展”“文化遗产助力亚洲文明交流互鉴”“文化遗产应对亚洲未来挑战”等主题交流经验、凝聚共识，为携手持续推进亚洲文化遗产保护行动贡献智慧。对话会取得丰富成果，中国、亚美尼亚、柬埔寨、朝鲜、伊朗、吉尔吉斯斯坦、巴基斯坦、叙利亚、阿联酋、也门等亚洲10国共同发起成立“亚洲文化遗产保护联盟”，中国设立亚洲文化遗产保护基金，“亚洲文化遗产保护青年大使”计划启动，从合作机制、可持续发展和能力建设等方面切实为推进亚洲文化遗产保护行动提供了保障。

亚洲是世界上面积最大、人口最多的大洲，是人类文明的重要发祥地，也是世界上发展速度最快、最充满活力的地区。受城市发展、气候变化、新冠肺炎疫情及武装冲突等影响，亚洲文化遗产保护面临前所未有的挑战。

亚洲各国是推动“亚洲文化遗产保护行动”的关键力量。亚洲国家的紧密合作、交流互鉴，对于保护亚洲文化遗产、塑造亚洲人民共同未来至关重要。

联合国教科文组织、国际文化财产保护与修复研究中心、国际古迹遗址理事会、国际博物馆协会、保护冲突地区遗产国际联盟等国际组织是参与“亚洲文化遗产保护行动”的重要力量，对于亚洲文化遗产保护与可持续发展、传承人类文明记忆不可或缺。

我们倡议：

Recommendations on the Asian Initiative for Cultural Heritage Conservation

Representatives of 27 countries that participated in the Asian Dialogue for Cultural Heritage Conservation taking place in Beijing from 27 to 28 October 2021,

Thank the National Cultural Heritage Administration of China and the People’s Government of Beijing Municipality for hosting the Asian Dialogue for Cultural Heritage Conservation;

Thank international organizations for their generous support, in particular UNESCO, ICCROM, ICOMOS, ICOM and ALIPH;

Thank 36 Asian countries for their active participation;

And acknowledge that dialogue will be held on a regular basis under the framework of the Asian Initiative for Cultural Heritage Conservation in order to build consensus, exchange ideas, and share experiences.

We recognize,

Asia is the world’s largest and most populous continent. It is a major birthplace of human civilization and the fastest-growing and most dynamic region in the world. However, due to impacts of urban development, climate change, the COVID-19 pandemic and armed conflicts, cultural heritage properties across Asia are facing unprecedented challenges.

Asian countries are key actors to facilitate the Asian Initiative for Cultural Heritage Conservation. Their close cooperation, exchanges and mutual learning are crucial to safeguarding Asia’s cultural heritage and shaping a shared future for Asian peoples.  

International organizations, in particular UNESCO, ICCROM, ICOMOS, ICOM and ALIPH, are significant participants in the Asian Initiative for Cultural Heritage Conservation, playing an indispensable role in ensuring the conservation and sustainable development of cultural heritage properties across Asia and transmitting memories of human civilization.

We recommend,

Asian countries shall work together to implement the Asian Initiative for Cultural Heritage Conservation so as to safeguard accomplishments of Asian civilizations, promote exchanges and mutual learning among Asian civilizations, build consensus on Asia’s development, and energize Asia toward innovation, using cultural heritage as a leverage to shape Asia’s future, address risks and challenges through concerted efforts, and build a community with a shared future for Asia.

Jointly building a cooperation platform. To support the creation of the Asian Alliance for Cultural Heritage Conservation. To support Asian countries in conducting practical collaborations, sharing each other’s work results so as to better address actual needs for cultural heritage conservation across Asia, and jointly developing a roadmap for future cooperation and exchanges, under the framework of the Asian Initiative for Cultural Heritage Conservation.

Jointly safeguarding accomplishments of civilizations. To work together to explore historical contexts for origins and developments of Asian civilizations. To support Asian countries in joint archaeology, joint research of history and culture, joint conservation and restoration of monuments and sites. , address challenges posed on the conservation of cultural heritage properties across Asia, participate in international governance in the sector of cultural heritage, fight against illicit trafficking of cultural property, and support preservation and repatriation of illicitly exported cultural property.

Jointly improving protection level. To facilitate transnational World Cultural Heritage nominations among Asian countries and encourage experience sharing and technical cooperation with regard to nomination, conservation, management and monitoring of World Cultural Heritage properties. To encourage museums of Asian countries to collaborate in protecting immovable cultural property and exchanging exhibitions of cultural property, share experiences in digital preservation, presentation and use of cultural heritage, jointly set out technical standards, and work together to improve global dissemination of accomplishments in cultural heritage conservation made by Asian countries.

Jointly promoting sustainable development. To support the creation of the Asian Fund for Cultural Heritage Conservation and provide continued support and incentives for the Asian Initiative for Cultural Heritage Conservation. To leverage resilience of cultural heritage and enhance the role of cultural heritage conservation in promoting sustainable economic, environmental and social development of Asian countries.

Jointly developing the youth sector. To support the initiation of the Asian Youth Ambassador Program for Cultural Heritage Conservation, with an aim to promote mutual learning among young people of Asian countries and develop professional forces with global vision dedicated to the conservation of cultural heritage properties across Asia. To strengthen capacity building for young scholars so as to enable them to take centre stage in promoting Asia’s cultural heritage conservation and world peace and development. To build a network of exchanges, cooperation, presentation and communication for youngsters of Asian countries and enhance their knowledge and interest in Asia’s cultural heritage.

Value and spirit of Asian civilizations are invaluable properties left over by our ancestors. Asian countries should uphold their responsibilities, share their resources, and work together to safeguard and transmit such cultural heritage properties for the benefit of generations to come.

We highly appreciate the significant contribution that the People’s Republic of China has made in promoting dialogue among civilizations. We sincerely thank the Chinese side for its tremendous efforts made to host this Dialogue. We commit ourselves to facilitating exchanges and mutual learning among different civilizations.
